Scholarship procedures and scholarship recipients
- Fill out the form designated for requesting financial guarantees.
- Ensure that the universities to which the guarantee is to be provided are among the top 200 universities in the overall ranking or the subject-specific ranking in the following accredited global rankings:
- Times Higher Education Ranking.
- QS: World University Rankings.
- Shanghai Ranking.
- Make sure that the university and major are recommended in the University Ambassador ( https://ru.moe.gov.sa/Search ).
- The request for financial guarantee should be submitted to the head of the academic department along with a copy of the passport.
- The request was submitted to the Dean of the College.
- The request was referred to the scholarship department.
- Issuing the financial guarantee.
- Providing the lecturer with the financial guarantee via email.
- The lecturer must have obtained unconditional academic acceptance from a university ranked among the top 200 universities in the overall ranking or in the subject ranking in the following accredited global rankings:

- Make sure that the university and major are recommended in the University Ambassador ( https://ru.moe.gov.sa/Search ).
- Submit the scholarship application to the academic department and attach the following documents:
- Academic acceptance (showing the major, program duration, and start date of studies).
- Data model.
- A copy of the national identity card.
- A copy of the family record (if there are accompanying persons).
- A copy of the certificates and their equivalency.
- Appointment decision.
- Reviewing the scholarship application from the academic department and ensuring its compliance with the scholarship and training regulations for university staff and its executive rules.

- The lecturer should be notified of the university council's decision, and the scholarship department should be provided with a copy of the travel visa if the scholarship is for travel abroad.

- Before starting the procedures for extending the scholarship, the scholarship recipient must ensure that the extension is granted based on the decision of the Council of University Affairs No. (8/22/45), which stipulated that "the extension shall be in accordance with the system of the educational institution in the country of scholarship, provided that it does not exceed 5 years plus one year." That is, the duration of the extension depends on the duration of the study program mentioned in the academic acceptance or the page of the university to which the scholarship is granted, and only one year is added to it.
- Submit a request to extend the scholarship in the Safir system (external scholarships) or fill out the application form via email (internal scholarships), attaching the letter from the academic supervisor, the academic record, and the performance report.

- Submit a request to change the country, university, or major in the Safeer system (external scholarships) or fill out the application form via email (internal scholarships), attaching the new academic acceptance, academic record, and performance report if available.
- The application is reviewed by the scholarship department and then referred to the college.

- The application must be submitted through the Safir system (external scholarships) or the application form must be filled out via email (internal scholarships), provided that the application is directly related to the specialization or research topic (Article 17), with the academic record, performance report, letter from the academic supervisor supporting the application, and data of the conference, seminar, or training course.

The scholarship of a student, whether inside or outside the Kingdom, is terminated in the following cases (Article 28):
- His inability to continue his studies, according to reports relating to the progress of his studies.
- He requested to end the mission and return to the Kingdom.
- If he violates the regulations or instructions or refuses to implement them.
- If he does not obtain the required qualification within the specified period.
- If it is proven that he stopped studying without an acceptable excuse.
The procedures for terminating the Scholarship are as follows:
- Submit a request to terminate the scholarship in the Safeer system (for external scholarship recipients) or fill out the application form via email (for internal scholarship recipients), attaching the following documents:
- Academic record.
- Performance report.
- Letter from the academic supervisor.
- The application is reviewed by the scholarship department and then referred to the college.
- The request was presented to the Scientific Department Council.
- The application was presented to the college council.
- The request was presented to the Standing Committee for Scholarships and Training.
- The request was presented to the University Council to decide on the termination of the mission, and if approved, the Council may take one of the following options (Article 30):
- A decision to cancel the registration will be made within a period not exceeding one year from the date of completion of the mission.
- Referral to an administrative position if the university needs his services.
- Keeping his job and setting a period for resuming his postgraduate studies not exceeding two years, and if it exceeds that, one of the two options above shall be applied.
- Accepting the application in the Safeer system with the attachment of a copy of the decision (for external scholarship recipients), or providing the scholarship recipient with a copy of the decision (for internal scholarship recipients).
- Submit a request to terminate the scholarship in the Safir system (external scholarships) or provide the scholarship department via email (internal scholarships), with a copy of the degree award letter or graduation certificate.
- Acceptance of the application directly from the cultural attaché (external scholarship).
- The scholarship department issues a decision to terminate the scholarship.
- Relocation allowance (Article 22):
- It is paid once to the student sent to a university in another city outside the place of work.
- It is equivalent to a month's salary if the distance between the two cities is equal to the distance stipulated for the disbursement of the assignment.
- The scholarship recipient submits a request for relocation allowance immediately after the start of the scholarship.
- Books and references allowance (Article 24):
- It is paid annually to the scholarship recipient and is equivalent to one month's salary.
- Its disbursement is limited to the basic scholarship period only, without extension.
- Instead of printing and binding the letter (Article 25):
- A one-time payment of (4000) riyals is made for the PhD degree.
- It is disbursed after the decision to terminate the mission is issued.
- The scholarship recipient submits a request for the disbursement of allowances after the start of the scholarship by filling out the designated form and sending it to the scholarship department.
- The application is reviewed by the scholarship department.
- The request was referred to the head of the academic department for review and approval.
- Return the application to the scholarship department.
- The request was referred to the Salaries and Benefits Department for disbursement of the allowance.
- The scholarship recipient can track the disbursement status through his account on the university's electronic portal.
The scholarship recipient must begin working at the university within thirty days of completing their studies, either after obtaining the required degree or after requesting termination of the scholarship, as stipulated in Article 188 of the Executive Regulations for Human Resources: "The scholarship recipient must begin working at the university within thirty days of completing their studies." For scholarship recipients returning from their scholarship before obtaining the required degree, this period is calculated from the date their stipend is suspended.
The scholarship recipient submits a request for a "work authorization" letter from the scholarship department via email at srd@seu.edu.sa or by contacting the number (0539809547). This letter enables him to start working at the university until the procedures for issuing the decision to terminate the scholarship are completed.
The scholarship recipient must contact the head of the academic department or the director of the university branch to begin work after the issuance of the enabling letter. If work commences at the workplace, a (work commencement letter) will be issued by the college or the branch director addressed to the General Directorate of Human Resources and a copy to the Scholarship Department.
It should be noted that for official commencement of work at the General Directorate of Human Resources to be approved, a decision to terminate the scholarship is required, which includes the date of the last disbursement of funds to the scholarship recipient by the Saudi Cultural Attaché in the host country. Therefore, the scholarship recipient must submit a request to terminate the scholarship to register the date of their last disbursement in order to complete the procedures for issuing the termination decision.
Knowing the date of the last allowance paid to the scholarship recipient by the attaché is very important, as it is the basis for settling salaries and disbursing differences, so that the full salary is disbursed starting from the date of the last allowance paid to him in the event of the end of the scholarship, and this is a process that is done electronically and cannot be done except by issuing the termination decision.
A scholarship recipient who wishes to end or postpone their scholarship should submit the request through the Safeer system so that the full payment of their entitlements is not delayed, and so that their employment status in the General Directorate of Human Resources database is changed from "scholarship recipient" to "on duty".
