Permanent Committee for Academic Promotions

Mandate and Responsibilities:

  • To review promotion applications for the ranks of Associate Professor and Professor, ensuring that all eligibility requirements and regulatory procedures are duly fulfilled.
  • To nominate qualified external reviewers for evaluating the scholarly output submitted in support of promotion applications.
  • To oversee and complete the review process of the scholarly works submitted by candidates for promotion.
  • To examine reviewers’ reports and assess the candidate’s overall performance in teaching, research, university service, and community engagement.
  • To recommend approval or non-approval of the promotion based on the collective evaluation of the promotion.
  • To propose revisions and enhancements to the executive rules of the promotion regulations.
  • To recommend approval or non-approval of including an authored book within the minimum required scholarly output for promotion.
  • To undertake any additional tasks assigned by the Scientific Council or its Chair, within the scope of the committee’s responsibilities.
  • To submit the committee’s meeting minutes for approval by the Chair of the Scientific Council.

Permanent Committee for Academic Appointments

Mandate and Responsibilities:

  • To review and verify appointment applications for academic positions at the rank of Assistant Professor and above, ensuring that all eligibility requirements and regulatory procedures are duly satisfied.
  • To recommend approval or non-approval of appointment requests for academic positions at the rank of Assistant Professor and above within the university.
  • To recommend approval or non-approval of requests related to the transfer of faculty members’ services, including:
    a. Transfers between universities.
    b. Transfers between colleges within the same university.
    c. Transfers between academic departments within the same college.
  • To review and make recommendations regarding requests for resignation, early retirement, and secondment, and to submit these recommendations to the Scientific Council.
  • To undertake any additional tasks assigned by the Scientific Council or its Chair, within the scope of the committee’s responsibilities.
  • To submit the committee’s meeting minutes for approval by the Chair of the Scientific Council.

Permanent Committee for Scientific Excellence

Mandate and Responsibilities:

  • To review and evaluate publication applications in scientific journals qualifying for the Scientific Excellence Allowance, ensuring that all eligibility criteria and regulatory procedures are met.
  • To nominate research outputs eligible for the Scientific Excellence Award, determine the corresponding reward amount, and submit recommendations to the Scientific Council for approval.
  • To review patent applications and equivalent intellectual outputs that qualify for the Scientific Excellence Allowance, verify compliance with relevant criteria and regulations, and recommend approval or non-approval accordingly.
  • To undertake any additional tasks assigned by the Scientific Council or its Chair within the scope of the committee’s responsibilities.
  • To submit the committee’s meeting minutes for approval by the Chair of the Scientific Council.

Permanent Committee for Scientific Publication

Mandate and Responsibilities:

  • To review scholarly works submitted to the Scientific Council for publication under the name of the Saudi Electronic University, including authored, translated, or edited works.
  • To nominate qualified reviewers for the evaluation of books submitted to the Council.
  • To oversee and complete the review and evaluation process for submitted books.
  • To review reviewers’ reports and recommend approval or non-approval of a book for publication.
  • To ensure that all revisions requested by reviewers have been implemented prior to publication.
  • To review applications for sabbatical leave, verify compliance with relevant regulations and procedures, and recommend approval or non-approval.
  • To recommend approval or non-approval of requests to postpone, cancel, or terminate sabbatical leave for faculty members.
  • To review applications for scholarly communication leave, verify compliance with regulatory requirements, and recommend approval or non-approval.
  • To review and evaluate final reports submitted upon completion of sabbatical or scholarly communication leave, in preparation for submission to the Scientific Council.
  • To undertake any additional tasks assigned by the Scientific Council or its Chair within the scope of the committee’s responsibilities.
  • To submit the committee’s meeting minutes for approval by the Chair of the Scientific Council.

Permanent Committee for Research and Innovation

Mandate and Responsibilities:

  • To oversee the university’s performance in advancing research and innovation, and to guide related activities toward addressing local and global societal challenges.
  • To recommend research policies, regulations, and guidelines to the Scientific Council for approval.
  • To approve research initiatives, studies, and innovations that align with the university’s vision and strategic directions.
  • To consider matters referred to the committee by the Scientific Council or the University President.
  • To undertake any other tasks or responsibilities as defined by the executive regulations.
  • To review matters referred to the committee by the Vice President for Graduate Studies and Scientific Research.
  • To submit the committee’s meeting minutes for approval by the University President.

Permanent Committee for Extension of Faculty Service

Mandate and Responsibilities:

  • To review applications for the extension of service for faculty members who have reached the age of sixty or have completed ten years of service in the Kingdom, in accordance with the applicable regulations and policies.
  • To recommend approval or non-approval of service extension requests to the Scientific Council, with clear justification for the committee’s recommendation.
  • To periodically review and update the extension regulations and criteria to ensure alignment with institutional and national policies.
  • To undertake any additional tasks assigned by the Scientific Council or its Chair within the scope of the committee’s responsibilities.
  • To submit the committee’s meeting minutes for approval by the University President.
